Since my goal was to improve my comprehension as quickly as possible, I just made extensive use of Anki to become more familiar with the new grammar/vocabulary while using the reading and listening activities to improve my comprehension. In the six months or so before the test, I read Tobira, all 5 Sou Matome N3 books, and Shin Kanzen Master N3 Bunpou (because I thought grammar was my weakest area). I'm trying to narrow down my list of textbooks after I finish Genki II.

Off topic: I just bought Tobira yesterday too and I'm pretty excited about moving on to this next milestone :). Please note that as of this time, I don't intent on participating to the N2 exams. But then after a while you'll stop being confused. I’d estimate that students who master the Tobira material would test up to a “B2” on the Common European Framework of Reference for Languages scale; have a shot at a S2+/R2+ on the Interagency Language Roundtable scale; and do very well on the N3 level of the new Japanese Language Proficiency Test. I may be wrong though since i didn't really understand how the book is actually supposed to be used. :) And also Tobira seems to be based on gradual difficulty, you start with easier lessons and continue to more difficult ones. Haha that’s quite an advantage though.

Tobira looks more interesting on the surface but I need a grammar/kanji/everything refresh before I get stuck in. The first is to go through the book, chapter by chapter, and read all of the vocabulary lists and grammar lists and try to remember them.

You're at the point where most of the vocabulary, kanji, and grammar will come from native material.
