The Raven Rock bedlam job is bugged. I never accepted it, but I was surprised to see the option as well. And I certainly will get USLEEP installed.

After joining the Thieves Guild, Delvin Mallory will tell you that he handles all the fishing, numbers, and bedlam jobs. Return to Delvin and quit the job or use console command to complete it. Reloaded s save, stole two things that added up over 500, nothing.

I took all of Grelkas enchanted armor items and more and still everytime I go to complete the mission it asks if i want to quit the mission. But in fact, I was able to ask a second job from him even before I went to Solstheim for the Bedlam. This was already fixed in Unofficial Skyrim Patch 1.3.2.
